Correct answer is (a) high, low

To explain I would say: The smaller flare angle means the beam is narrower. The Beamwidth and directivity are inversely proportional to each other. If beamwidth increases then directivity will decrease. So, for a small fare angle, the directivity is more and beamwidth is less.
