I had been asked this question by my college professor while I was bunking the class.

My doubt stems from RCC, PSC and Ferro-Cement in chapter Building Construction of Basic Civil Engineering

Right answer is (c) Francois Coignet

Explanation: Joseph Monier founded ferro-cement. John Smeaton is considered the father of Civil Engineering.  Joseph Asphdin founded Portland cement. Francois Coignet was a French industrialist and the first to use iron-reinforced concrete.
