I need to ask this question from Next Generation Wireless Network in section Next Generation Wireless Network of Cognitive Radio

Right option is (a) Storage of packets

To explain I would say: Connection management in spectrum mobility enforces protocols with respect to the application for maintaining communication. FTP requires protocols to store packets that are transmitted during handoff. But real-time applications do not require storage of packets as the information is obsolete for the corresponding application.
