The best explanation: For a stone to be used in road work, coefficient of hardness should be greater than 17. The stone is said to be of medium hardness if the coefficient of hardness lies between 14 and 17. However, if the coefficient of hardness is less than 14, then the stone is said to be of poor hardness and therefore should not be used in road work.
