The question was asked by my college director while I was bunking the class.

My doubt stems from Dynamic Braking of DC Shunt Motors in portion Braking of DC Motors & Induction Motors of Electric Drives

Correct answer is (a) 2

The best I can explain: The quality factor is defined as the ratio of the reactive power to the active power consumed. The resistor always absorbs active power and inductor absorbs the reactive power. ΩL=8, L=8 Henry and quality factor=R÷L=16÷8=2.
