Use of lap joints is not recommended because

(a) stresses are distributed unevenly

(b) eccentricity is eliminated

(c) bolts are in double shear

(d) no bending is produced

The question was asked in class test.

My question comes from Simple Connections in division Bolted Connections of Design of Steel Structures

Right answer is (a) stresses are distributed unevenly

The best I can explain: In lap joint the centre of gravity of load in one member does not coincide with centre of gravity of load in other member. It results in eccentricity of applied loads and bending. Due to eccentricity, stresses are also not evenly distributed, Hence lap joint is not recommended.
