I have been asked this question by my school teacher while I was bunking the class.

My doubt stems from Consideration in Selecting Voltmeter topic in chapter Electronic Instruments of Electrical Measurements

Correct answer is (b) False

The best I can explain: As the unit decibel makes of the logarithmic scale, it covers a wide range of values of any given quantity.
