Which type of memory is suitable for low volume production of embedded systems?

(a) ROM

(b) Volatile

(c) Non-volatile

(d) RAM

I got this question in a national level competition.

My question comes from Memory and Peripherals of Embedded System in section Embedded System of Embedded Systems

The correct answer is (c) Non-volatile

To explain: The devices which use non-volatile memory allow the software to download and returned in the device. UV erasable EPROM is favorable but EEPROM is also gaining favor. Therefore,  this type of memory is used in low volume production.
