I had been asked this question in an international level competition.

My question is based upon Ganga Action Plans(GAP) in chapter Environmental Pollution of Energy Management

Right option is (d) Increase the water content

The best I can explain: Among the above four options increase the water content is not an objective of Ganga Action Plan. All the remaining three options are the main objectives of Ganga Action Plan. Apart from the above three there are many more objectives are there.
