I have been asked this question in semester exam.

My question is based upon Characteristics of Fuel topic in chapter Fuels and Combustion of Engineering Chemistry II

The correct answer is (a) true

To explain I would say: Moisture if present in the fuel, reduces the heating value of the fuel. This ultimately leads to loss of money as moisture is paid at the same rate as that of fuel. Hence, an ideal fuel should have low moisture content.
