In which system of dimensioning the figures can read from the bottom as well as right hand side of the drawing?

Right option is (a) Aligned system

The best I can explain: In an aligned system of dimensioning, the dimension figures are written in such a way that they can read from the bottom and right hand side of the drawing. It increases the effort in reading the dimensions.
