This intriguing question comes from Geological Investigations topic in chapter Tunnels of Engineering Geology

The correct option is (b) Crust

For explanation I would say: In anticlinal folds, loads of rocks at the crust are transferred by arch action to a great extent to the limbs which may be highly strained. These conditions are reversed in synclinal folds. In such cases, rocks of core regions are greatly strained.
