Correct choice is (a) Both the surfaces of measuring jaw should be at 45^o to the base

To elaborate: Both surfaces of measuring jaw i.e. upper and lower are parallel to the base. It can be used for measurements under or over a surface. In place of measuring jaw, a scriber can be attached to scribe lines.
