The explanation is: Total discharge time Td=0.5ms. For ideal diode, no cut-in voltage.

% Tilt = ΔVo/2Vm * 100

Idischarge = 2Vm/R = 2*10/50k = 0.4 mA

ΔVo = Tdischarge*Idischarge/C = 0.5ms*0.4mA/1MF = 0.2

% Tilt = (0.2/20) * 100 = 1 %.
