About how much amount of precipitate is returned back to atmosphere?

I had been asked this question during an interview for a job.

My question is from Hydrology in chapter Hydro Electric Power Plant of Energy Engineering

The correct option is (a) 2/3

To explain I would say: Precipitation includes all water that falls from the atmosphere to earth’s surface in any form. About 2/3 portion of precipitation that reaches land surface is returned back to atmosphere by water surfaces, soil and vegetation.
