The best I can explain: Magnus effect rotor concept was first demonstrated by Magnus in 1912. It consists of spinning cylinders. When cylinders spun in wind stream, translational forces are produced perpendicular to the wind stream by the Magnus effect. Such a device can be used to propel ships or land vehicles.
